NEW BUSINESS

Agriculture Service Board

The Agricultural Fieldman, James Schwindt, attended the meeting  from 9:13 a.m. to 9:25 a.m. and reported to Council on the activities of the Agricultural Services Department for the past month.

The Agricultural Fieldman advised Council that two cases of nodding thistle, a prohibited noxious weed were found and addressed.

It was the consensus of Council that the left over strychnine supplies for the 2010 LSC program be stored.

Safety & Utilities

The Safety & Utilities Manager, Preston Iverson, attended the meeting from 9:25 a.m. to 9:50 a.m. and reported on the activities of his department for the past month.

Moved by Clr. Buck that the Municipal District of Wainwright No. 61 be authorized to purchase a valve for the Fabyan Lagoon for an approximate cost of $3,000. CARRIED

Recreation & Community Services

A copy of a letter from Northern Lights was received and distributed to Council advising the formula for funding disbursement to the local libraries.

Public Works

The Director of Public Works, Shannon LaHaye, and the Director of Transportation, Mark Greibrok, attended the meeting from 9:50 a.m. to the end and reported to Council on the activities of their respective departments for the month.

Moved by Clr. Zajic that the Municipal District of Wainwright No. 61 approve the Director of Public Works’ report as presented. CARRIED

Moved by Clr. Wilkinson that the Municipal District of Wainwright No. 61 approve the Director of Transportation’s report as presented. CARRIED

Moved by Clr. Buck that the additional costs for installation of LP2 Woven Filter Fabric for the Ribstone Road Project in the amount of $42,000 be authorized. CARRIED

Moved by Clr. Muldoon that the Municipal District of Wainwright No. 61 be authorized to proceed with obtaining costs on a free standing cold storage between Shop No. 3 and Shop No. 2 (60’ X 80”) and on a lean-to off of Shop No. 3 on the Westside for cold storage (60’ X 80’) and furthermore obtain costs on putting up a full inside wall in Shop No. 2 for the wash bay. CARRIED

A memo from the Director of Public Works was received and distributed to Council with regards to the meeting he attended in Strathmore on June 22^nd hosted by Roadata Services on TRAVIS.

Moved by Clr. Buck that the Municipal District of Wainwright No. 61 be authorized to continue using Roadata and proceed with the implementation of the TRAVIS system in the fall of 2010. CARRIED

Moved by Clr. Andersen that the Municipal District of Wainwright No. 61 be authorized to install pavement at the entrance approaches as well the apron at the Wainwright Salt Shed for an approximate cost of $15,000. CARRIED

A copy of a memo was received and distributed to Council with regard to the new grader operator training options.

Moved by Clr. Muldoon that the new grader operator training options be forwarded to the 2011 planning meeting. CARRIED

Moved by Clr. Valleau that the Municipal District of Wainwright No. 61 be authorized to pay the additional costs of $28,688 plus taxes for the durasoil to Knelsen Sand and Gravel Limited and that the monies be taken out of the oiling budget. CARRIED

Moved by Clr. Buck that the Municipal District of Wainwright No. 61 be authorized to send the fuel Bowser to Ritchie Bros. for sale and that Lawrence Rutledge be authorized to remove the 750 barrel oil tank out of the Shop Yard. CARRIED

Finance

The Municipal Accountant, Mary Nelson, attended the meeting from 11:00

a.m. to 11:25 a.m. and reported to Council on the finances for the past month.

Clr. Andersen declared a pecuniary interest in the following issue and left the meeting at 11:00 a.m.

Moved by Clr. Valleau that cheque No. 61203 in the amount of $54,627.30 be approved. CARRIED

Clr. Andersen returned to the meeting at 11:05 a.m.

Moved by Clr. Buck that the accounts recorded on the attached list in the amount of $4,592,855.25 covered by debit memos 1422 to 1434 and cheques numbered 61174-61202, 61204-61367 excluding cheque #61203 be approved and paid and that the payroll payments as per the attached list totaling $442,666.97 covered by EFTs numbered 900017660-90017905 be ratified. CARRIED

Moved by Clr. Buck that the financial statement of receipts and disbursements for the month ending June 30th, 2010 be adopted as written and incorporated into these minutes. CARRIED

Administration & Taxation

A copy of the monthly status report was received and distributed to Council.

Moved by Clr. Buck that Motion No. 426.09 as follows be removed from the action list:

“that the Municipal District of Wainwright No. 61 be authorized to apply for the Regional Partnerships Initiative Exploration Grant through the Alberta Emergency Management Agency to fund a review of our Fire Areas and that they also be authorized to ask the Town of Wainwright, and the Villages of Chauvin, Edgerton, and Irma to partner with them.”

• Returning Officer $1,500.00 plus mileage
• Presiding Deputy Returning Officer $225.00 plus mileage

• Training $75 plus mileage

Moved by Clr. Andersen that the Municipal District of Wainwright No. 61 enter into a Joint Election Agreement for the 2010 Election with Buffalo Trail Regional School Division with the amendment of including a standard indemnifying the M.D. of Wainwright No. 61 clause. CARRIED

Moved by Clr. Buck that the Municipal District of Wainwright No. 61 be authorized to remove the trees in front of the Administration Building on the Westside and replant a smaller shrub or tree in 2011. MOTION DEFEATED

A thank you letter was received from Edgerton Sports Association for the sponsorship for the 2011 Edgerton Sports Days and Fair Bullarama event.

Health & Social Services

Protection to Persons and Property

Notice was given to Council that the meeting with George Roddick will be held at the M.D. Administration office on July 23^rd, 2010 at 10:00 a.m.

A copy of a letter from the RCMP was received and distributed to Council advising that the RCMP K Division – Eastern Alberta District was relocated from St. Albert to St. Paul effective May 27^th, 2010.

Municipal Property

Environment

A copy of a letter from White Cloud Farms was received and distributed to Council with regard to the garbage dumpsters at Banjo Estates.

Moved by Clr. Valleau that the Municipal District of Wainwright No. 61 be authorized to send a letter to White Cloud Farms advising that the garbage dumpster at Banjo Estate will be evaluated in the spring of 2011 prior to the fence being installed. CARRIED

Bylaws

Bylaw No. 1499 – A Bylaw of the Municipal District of Wainwright No. 61 in the Province of Alberta to authorize the Borrowing of Money for the Purpose of Financing Operating Expenditures.

Reeve Barss declared an interest in the following issue as his wife is employed at the ATB and left the meeting at 11:34 a.m.
