EPA Region IX – Emergency Response – Soil Stabilizer Poster (TPD2310043)

HOW WE REDUCE ASH AND DEBRIS BLOWING OFF PROPERTIES

Maui gives so much to the world. As guests, we are honored to give our support back.

Mayor Bissen requested and approved the use of a soil stabilizer, called Soiltac®, in Kula and Lāhainā. Soiltac is applied to all of the wildfire impacted properties to:

  • Control ash and debris
  • Protect human health and the environment

WHY ARE SOIL STABILIZERS USED?

Ash contains harmful chemicals, like asbestos, lead and arsenic that can:

  • Spread with wind, water and re-entry
  • Endanger human and environmental health

Stabilizing ash will reduce the chance of:

  • Negative health effects for people
  • Damage to the ocean and environment

IS SOILTAC® SAFE?

EPA has studied what Soiltac® is made of and confirmed it is non- toxic when dry and will reduce risk to people and the environment from ash and debris.

Soiltac® allows residents to more safely enter their properties to look for belongings and/or items of significance. It dries clear and is easily broken through.

WHAT IS THE APPLICATION PROCESS?

EPA will:

  • Coordinate with the local government
  • Apply stabilizer to ash footprint
  • Ensure health and safety guidelines are followed to protect workers and residents

The stabilizer is not a permanent solution for ash control and risk reduction. The debris removal process will prevent any long-term risks.

CULTURAL AND NATURAL RESOURCE PROTECTION

EPA:

  • Evaluates the area to identify potential concerns
  • Work around if any item of cultural significance is identified
  • Sends a cultural monitor to identify and avoid sensitive areas and items, including artifacts and burial sites

AFTER APPLICATION

Once applied, a white stake and sign are posted on your property with the date and time of application.

Please wait 24-hours before re-entry for Soiltac® to become completely effective and harden. It will be removed with debris.
